Mark Alam, B.Eng., Ph.D., Canadian Wood Council | Manager, Codes & Standards - Fire
As manager of codes and standards in the fire division, Marc participates in CWC’s building code and standards fire‐related initiatives and the development of CWC’s fire design tools, as well as code‐related fire research projects. He has a PhD in Civil Engineering from Carleton as well as a Bachelor’s degree in Civil Engineering with a concentration in Management.

Marcela Ouatu, JD
Marcela Ouatu, JD, Civic Legal LLP | Associate
Marcela’s practice focuses primarily on tendering, procurement, construction matters and local government law; she assists clients with drafting and reviewing construction contracts and procurement documents, contract administration, and general municipal matters. Marcela regularly writes on legal topics of interest to local governments and the construction industry. Prior to joining Civic Legal LLP, Marcela completed a Juris Doctor and a Master of Laws at the Peter A. Allard School of Law at the University of British Columbia. During her time in law school, she completed the Business Law Concentration and was a student clinician at the Business Law Clinic, where she provided legal advice to small businesses. Marcela also worked in the legal department of an international franchise company and at a Vancouver boutique law firm, specializing in real estate, corporate law, and estate planning. Marcela articled at a civil litigation law firm, where she gained extensive legal experience in advocacy by frequently representing clients in the Supreme Court of British Columbia.

Mark recently retired from the University of Calgary where he was responsible for the delivery of capital projects across the organization entailing approximately 400 capital and renovation projects per year with an annual project spend of approximately $150M. During his 12-year tenure as Director the Project Management Office constructed nine new campus buildings, including major infrastructure renewals, new residence halls and a new library. With 30-plus years of public sector experience working in post-secondary and health-care organizations, Mark has been directly involved in procuring design and construction teams and negotiating and overseeing a wide variety of contract types including Design-Build, CM at Risk, Lump-Sum and performance-based engagements. Mark takes pride in building strong teams, mentoring the next generation of project professionals, and engaging diverse stakeholder groups to achieve outstanding results.

With more than 30 years of construction industry experience, Mark has been a sought-out change leader for his ability to create a shared common vision, develop strong teams, and set clear goals and accountabilities to successfully implement new initiatives. Throughout his career in the UK, and 20+ years in Canada, Mark has been a senior leader for major general contractors including PCL and Stuart Olson. His roles have included VP of Permanent Modular Construction, Special Projects Division Manager, Director of Operations, and Senior Construction Manger. Now, as President of his own boutique advisory firm, Mark provides business and project support services to help contractors become more profitable.

Director of Training for BGC Partners Inc. His career in the construction industry spans the past thirty years with experience and a unique perspective from both the general contracting and consulting engineering sides of the business. Mark is a Gold Seal Certified project manager and served many years in the industry as a senior project manager and estimator. His earlier career was field based, providing years of valuable experience as a project superintendent, general superintendent of field operations and surveying. Graduating with honours from the BCIT Geomatics Technicians program, Mark joined the Applied Science Technologists and Technicians Association of BC in 1997.

Michael Atkinson, LLB
Michael Atkinson, LLB | Past President CCA, Past Secretary CCDC
Michael is a leading expert in standard construction contracts and practices in Canada. He was appointed Secretary to the Canadian Construction Documents Committee (CCDC) in 1982 and served in this role until 1993 when he became President of the Canadian Construction Association (CCA) from 1993 to 2017. In 2013, he was one of just 38 recipients of the Queen Elizabeth II Diamond Jubilee medals. He was awarded this honor for demonstrating outstanding service in the Canadian construction industry. In addition to his roles at the CCA, Michael has served as the Private Sector Vice-Chair of the Municipal Infrastructure Forum established by the Federation of Canadian Municipalities, and as a member of the Federal-Industry Real Property Advisory Council, the Industrial Security Advisory Board, the CORCAN Advisory Board, and a long-time member of the Construction Law Section of the Canadian Bar Association.

Michael is a partner at Civic Legal LLP with over 15 years of experience advising and representing local governments. He maintains a mixed practice of both litigation and solicitor work with a particular focus on land use, development, local government finance and bylaw regulation and enforcement. Michael regularly gives advice on general local government matters, including property taxes, elections, highways, construction disputes and expropriation. He frequently presents at local government conferences and workshops, including the annual conferences of the Government Finance Officers Association (BC) and the Licence Inspectors and Bylaw Officers Association. In 2014, Michael obtained a Master of Laws degree, writing a thesis on the municipal regulation of business. Prior to pursuing a career in law, he studied economics and worked in procurement for a telecommunications company in Germany.

Now the owner of Sarkany Management Inc., a Human Resources Consulting firm, Pamela offers a broad range of HR services focused on improving business performance. Her clients range from small open shop construction and construction materials companies to multinational road transport organizations, where she has proudly grown from a start-up to now supporting over 100 clients.
She holds a Graduate Certificate in Diversity & Inclusion from Stanford University and a Masters Certificate in Strategic Human Resources & Masters Certificate in Organizational Change.
Pamela is also a part of the Speakers Bureau for TEC Canada, a leadership development organization of over 1,400 chief executives, entrepreneurs, and business owners.

Phil Iafelice, CMT, PMP
Phil Iafelice, CMT, PMP
Phil has over 45 years of construction experience, starting out his career in field work for both construction and engineering firms and continuing on to become a business owner, estimator, building inspector and project manager. His industry experience includes projects ranging from road building and deep services to multi-amenity recreation facilities. From his experience, Phil understands the need to provide teams with both the tools and motivation to excel. As Project Manager of Capital Works at the City of Calgary, Phil was involved from 2013 in the New Recreation Facility Program where he led the construction of the Remington Quarry Park Recreation Facility and the Brookfield Residential Seton Recreation Facility. In his role at the City of Calgary he led other infrastructure projects where he was responsible for acquiring and managing construction, design, inspection and commissioning services through the public procurement system. Numerous internal clients included CFD, CPS, Transit, Recreation and more. Phil’s other City of Calgary experience included working as Group 3 Building Inspector and Business Coordinator for the Development and Building Department. Phil is recently retired from the City of Calgary but still dabbles in projects of interest and volunteer work.

Phil has worked in construction for 30+ years. For the last 13 years, he’s been teaching post-secondary Construction Management courses and delivering training for construction associations across the country. Phil is also an instructor for the University of Alberta's Construction Management Certificate Program. In his spare time, Phil is a Master Course Facilitator for a National Sports Organization and chaired their National Coaching/Instructional Program for four years. He was the recipient of the 2018 IG Wealth Management Community National Coaching Certification Program (NCCP) Coach Developer Award.

Ralph’s construction career has taken him from estimator to project manager, then to self-employed contractor, and finally to a 30-year career as a professor with the Donald J. Smith School of Building Technology at Fanshawe College in London, ON, where he still teaches part-time. He was a 25-year member of the Canadian Institute of Quantity Surveyor (PQS - Professional Quantity Surveyor) and is currently a charter member of the Construction and Design Educators Council of Canada (CDECC). Ralph sits on the board of advisors for the CDECC as well as for an Ontario-based construction company. Ralph holds a certificate in Construction Engineering Technology and Management from Fanshawe College, a teaching certificate from St. Clair College and a Professional Gold Seal certification from the Canadian Construction Association.

Rick’s career in the construction industry spans 49 years including 14 years in design consulting, 2 years as a Building Inspector and 33 years as founder and President of one of BC’s leading Construction Management firms. Rick served on the Board of ICBA, the Independent Contractors and Businesses Association for 8 years. Rick also served on the Board of Merit Canada for 8 years and is now dedicating his board efforts to the Delta Hospital and Community Health Foundation.
Rick has guided Unitech through the successful completion of nearly $1.5 billion worth commercial, institutional, recreational, hospitality, First Nations, Health and even civil and industrial projects throughout BC. All of these projects been implemented via Construction Manager as Agent via old CCA 5 or CCDC 5A contracts on behalf of many repeat public and private clients. He is continuing his passion for collaborative construction with $400 million in CM contracts in progress and is leveraging Unitech collaborative approach on promotion of IPD and Lean Construction on current and upcoming projects.

Roy is a Professional Engineer who owned a design build company from 1974 to 2019, and a Professional Engineering company for over 30 years. His career in construction started 50 years ago as a student labourer. Since then, his experience expanded to include private sector industrial, commercial, and retail projects plus municipal work as an owner’s agent and a design builder. These projects have ranged from small to $32,000,000. Currently Roy acts as an owner’s agent and strategic advisor to design build contractors.
Roy has served on the Ontario Building Code Commission and is a Past President of the Ontario General Contractors Association. He is also the past Chairperson of the Canadian Design Build Institute, the Niagara Regional Chamber of Commerce, and the Niagara Industrial Association, among other organizations. His many honors include a Life Membership from the Ontario General Contractors Association and a Niagara Engineering Award of Merit.

Ryan has over 20 years of experience as a construction professional, and in his current role at EllisDon, he is responsible for overall execution of EllisDon projects, including staffing, training, and risk management. With extensive experience in hospital construction and complex projects, Ryan brings an intense but energetic and engaging approach to his work. Recognized as the top academic student each year while graduating from the Construction Engineering Technology Program at Fanshawe College, Ryan is also a Certified Engineering Technologist (C.E.T), a LEED AP accredited professional, and is Gold Seal Certified (GSC) by the Canadian Construction Association.

An integral member of Greyback Construction Ltd. for 25 years, Terry led commercial, industrial, institutional and multi-residential projects as Senior Project Manager. In 2009, he retired from Greyback to launch STBR Consulting, his own construction consulting and project management company. Terry has his B.Sc. from the University of British Columbia, and among the many credentials he’s earned, can count accreditation as a Certified Director, a Gold Seal Professional Certified Project Manager (P.GSC) and a journeyman carpenter.
Terry continues to contribute this expertise to the industry with current and past volunteer activities including: BCCA and regional BC construction associations, WorkSafeBC, the CCA National Gold Seal Committee, the Canadian Construction Document Committee, Pentowna Marina Board of Directors, the Canadian Construction Association, the Construction Sector Council, the Canadian Design-Build Institute, the Canadian Apprenticeship Forum, among others. In 2018 Terry was awarded CCA’s Person of the Year and in 2013 he was the recipient of the Queen’s Jubilee Award.

Terry has over 30 years of experience with LM Architectural Group including 20 years as a principal directing the firm’s educational facilities team in programming, planning and design of public, private and First Nations educational facilities, including daycare facilities, K-12 schools and post-secondary projects. His experience includes a wide range of different building typologies and scales covering the institutional, educational, residential, office/commercial, and industrial market sectors. He has extensive experience in the Design-Bid-Build, Design-Build, Construction Management and Integrated Project Team delivery methods. Terry now acts as a special advisor to the partnership serving LM’s education group and undertaking design and planning assignments related to that sector of the firm.

Mr. Lloyd specializes in schedule analysis services in support of negotiations, litigation, and arbitration hearings. Mr. Lloyd has been appointed as an expert to provide opinions on schedule delay in support of arbitration hearings. Mr. Lloyd has co-authored multiple expert reports on schedule and delay analysis. Mr. Lloyd has assisted both owners and contractors in assessing the causes and impacts of schedule delays by preparing and evaluating contractor claims. Tom is a national award-winning professor and best-selling textbook author whose background in education spans nearly three decades. He has been a full-time Professor at George Brown College in Toronto, ON, since 1992, and prior to teaching, he owned, managed, and operated a mid-sized general contracting company. Tom holds three Trade Licenses: General Carpenter, Brick and Stone Mason, and Industrial Woodworker.
Tom authored, developed, and coordinates the Building Renovation and Restoration Technician, and Technology Programs at George Brown College. He also teaches Project Management for professional organizations including The Construction Institute of Canada and the Ontario General Contractors Association, as well as Building Science courses at the University of Toronto and Ryerson University. Tom is the author of the newly released textbook, Planning, Scheduling, and Control of Construction Projects with American Technical Publishers, as well as four best-selling editions of Understanding Construction Drawings for Housing and Small Buildings with Nelson Publishing Canada (now with Top Hat).
